The Public Debt Management Office (PDMO) under Thailand’s Ministry of Finance manages the country’s public debt under the Public Debt Management Act B.E. 2548 (2005): planning borrowing, raising funds through bonds, loans and bills, servicing the debt and reporting on it to agencies inside and outside government.
The client's need
Since 2007, PDMO had recorded public debt on GFMIS-TR, an extension of the government’s SAP-based financial system. Under the Ministry of Finance’s New GFMIS Thai programme it needed a Public Debt Management System of its own.
The new system had to be open: built on open-source software and separate from New GFMIS Thai, so it could change as debt management changes. It had to cover every instrument PDMO uses to raise funds, serve PDMO staff as well as users in government agencies and state enterprises, and keep posting accounting entries to the government ledger.
How we fitted it
PDM was delivered within the New GFMIS Thai programme. MERCIL worked as part of the delivery team with the main IT contractor, bringing financial-domain and tailor-made software expertise: developing the system and migrating data from the legacy system.
Each step follows a step PDMO staff already knew, so the move off GFMIS-TR did not mean relearning the work: contract approval works the way settlement did, and accounting can be test-run before it is posted. The rules that map each transaction to the ledger are managed together with the Comptroller General’s Department, which owns the government ledger.
